In The Beginning
The earth was without form and void; and darkness was on the face of the deep, and the Spirit of God was hovering over the face of the waters. Then God said, "Let there be light", and there was. v2-3 Gn 1

As Plans begin, they start without form, and void. Similar to the way a baby is in womb yet it's where God does the forming, because it is yet void, or better revealed, still waiting for a Word from God that will be sent into the baby/plan that will shape it, which will not return void (Isa 55:11); so although void at first, or void because there's no rhema word there, that is exactly what God Changes as His Spirit speaks Rhema Light from the face of the holy waters, down into the darkness of womb or face of the deep... sin gets thrown into the deep ocean of love so now the baby turned into a creative planned on purpose person and is washed by the water of His Word... Creative Light Calling Life out of Darkness. Praise God!
