Faith is more than mere belief because we could resort to a controlling nature if that were true, that belief was all there was to faith.  For instance, who would even need Jesus if we just got to pick what we wanted to believe, then use that belief to just make things happen all because of our ability to believe in it.  It sounds like witchcraft, manipulation, or something that we want to control instead, it would also remove the element of personal relationship or the need for others in the process.  The woman with the issue of blood already believed by faith that Jesus was the answer to her healing (v28) yet she wasn't allowed to control Jesus just because of her belief, although her belief did impress Jesus once she had stepped out to reveal just how passionate she was about it (v30, 34).  She wasn't legally allowed to keep her healing until Jesus declared it.  Until the Word that became flesh (Jn 1:14) declared (v34) her future {because you can't acually take or steal from Jesus just because you have a gift of faith that promotes grace (Eph 2:8), you still must have His permission (Lk 11:9) to show respect for His Sovereign position as LORD (Rev 19:6)}.  Once they both became mutually aware of the other through the Face to Face exchange (v32), then we see how their relationship entered into contribution instead of gifts, positions, or mere desperation, and since we can't really add anything to Jesus because in and of Himself He is complete, lacking nothing, He created faith that we may have a place to co-labor with Him in a pure way, so that we don't have to feel inferior in His Presence while faith allows us to do stuff with Him, so He created the personal relationship, using faith as the grounds on which it operates, and that's why without faith it is impossible to please God (Heb 11:6) no matter what stage we are in when getting to know Him.
