The Assyrian king deported people into Samaria from 5 towns including Babylon to replace the Israeli's but since the new imports didn't know how to worship the LORD, the king received this report: "The people you deported and resettled in the towns of Samaria do not know what the God of that country requires. He has sent lions among them, which are killing them off, because the people do not know what He requires."
The king then ordered: Have one of the priests you took captive from Samaria go back to live there and teach the people what the God (that would be Jesus Christ), what the God of that land requires.
The priest came to live in Bethel and taught them how to worship the LORD.
