The king of Assyria was mad at Israeli king Hoshea, thinking him a traitor for sending envoys to the Egyptian king So; Hoshea also stopped paying an annual tribute to the king so this offended Shalmaneser who had Hoshea put in prison. He did have to force the issue since Hoshea didn't feel the need to accomodate him.

When God is in the house, God has this way of just wanting to protect you - He doesn't demand payment or threaten with a hostile take-over until you submit. He knows He is Good and will wait on you to see He is Good too so that when you do finally pay Him tribute, your heart will really be in the giving~ It's more about Love than brute force.
