God to Prophet to King to the People
v13 3 years of famine
or
3 months of being on the run as your enemies chase you
or
3 days of plague
These were David's choices (v12). God looks at us as being 1. None of the options once chosen will affect David alone yet the LORD said to, "Choose one of them for Me to carry out against you (v12)." David had confessed to sin but really God incited him to move against the people because the people groups were sinning (v1); "Again the anger of the LORD burned against" the tribes. When David had seen the angel who was striking down the people {(v17) chosing the 3 days of plague} the intercessory character of Christ stepped up to the plate to take responsibility instead of running, blaming, or making excuses. David just wanted to fix it... "I am the one who has sinned and done wrong. These are but sheep. What have they done (he didn't know yet)? Let Your Hand fall upon me and my family (v17)."
v22-24 He knew God must have an important place in daily life so He built an altar to accomplish that and stop the plague, unwilling to sacrifice an offering that cost him nothing, rejecting the ease of giving away somebody's else's money, knowing welfare is cheap living, so David paid the price then went into giving and intercession before the LORD... v25 Then the LORD answered prayer in behalf of the land and the plague was stopped.
