Why does he get in trouble for sinning when the anger was God's idea; He incited David against them?  It's a fearful thing to fall into the hands of the living God (Heb 10:31). 

v1  Again the anger of the LORD burned against Israel, and HE incited David against them, saying, "Go and take a census..."

v3  "Why does the king want to do such a thing?"  Commander Joab knew from times past that the LORD didn't approve of taking a census but also he didn't know that this time it was the LORD stirring this up because He was mad.

v4  The king's word overruled Joab and the army commanders.

 v8-10 After Joab reported the number, David was conscience-stricken and said to the LORD, "I have sinned... I beg you, take away the guilt of Your servant."

David is a headship gift given by God to the people.  He is an extension of Christ Jesus; so if God is mad or well pleased it will show up through David.  Also, because there will be a notable difference between David (man) and God (Spirit), you will be able to tell the difference between God & man in any story, because truly there is only One that is good {Mt 19:17) God} and where the anger of God is righteous, sending out judgment against sin, we as men fell short of His Glory (Ro 3:23), so in our flesh we still see the law of sin and death at work (Ro 7:21-25); and anger destroys be it your anger or God's Righteous anger - it doesn't matter, kiss the Son lest He be angry with you (Ps 2:12) for Christ Jesus alone is the only Son Who can breach the gap back to Father God, Who at all times is extending love, mercy and grace, listening only to Christ Jesus Who is fighting on your side.
