 Not everything happening today is the result of something we did.  This does not negate the implementation of justice; Truth must be upheld regardless, and the Truth is that in every seed there is a harvest.  The other Truth is, we influence each other rather we like it or not.  Choice determines if we let our whin-complain-defeatist feel taken advantage of mentality do nothing about it because it wasn't our fault or we accept that it wasn't our fault but refuse to become downtrodden or oppressed so will seek the LORD's face in order to do something about it, understanding that the real offense occurred when sin rose up against God Who will not permit sin to produce a harvest of Life and until it is processed through the laws of Truth so that Life Can Appear... for until then we are stuck with it until we ask God for some help.

v1  ...there was a 3 year famine in the land so David sought the face of the LORD Who told him it was on account of Saul and his blood-stained house for putting to death the Gibeonites.

God Shows No Partiality (Acts 10:34)
The Gibeonites were not the LORD's inheritance but the LORD's inheritance had wronged them and it wasn't until somebody took responsibility for the wrong to make things right that God felt willing to lift the judgment (v14).

 David - who didn't "DO IT" but was in a position to "FIX IT" had to right the wrong so the Life around him would improve.  Life is not always about being fair but it does all come out in the wash since what is fair is how we all committed our own share of sin that caused someone else who didn't DO IT to be affected and how someone else had to help clean up our mess to "FIX IT" to improve the Life that revolved around them; so in this we see that it makes it fair.  It's fair that we all get to help in cleaning up each other's messes.
