 He's just a little upset so Middle Eastern Shimei is cussing David out while pelting him and his officials with stones (v5-6).  "Get out, you man of blood, you scoundrel!  The LORD has repaid you for all the blood you shed in the household of Saul, in whose place you have reigned. (Yeah well, it's not like God didn't pick that too).  The LORD has handed the kingdom over to your son Absalom.  You have come to ruin..."  (v7-8).

 One of David's loyals (Abishai) did not appreciate Shimei's accusatory mouth, saying to the king, "Why should this dead dog curse my lord the king?  Let me go over and cut his head off."  (v9)

 David's Humble Mindset
David is still king; with him are faithful followers and loyal militants.  It would be nothing to engage in his legal, God-given authority just to suffocate Shimei by going ahead to let Abishai do verse nine BUT David's first response was to find out if it was the LORD Who told Shimei to word curse him because if so David understood authority well so he knew not to make God answer for his reason on "Why" He let Shimei do that.  When authority is getting counsel (Ps 1:1) in order to act this is different then after the decision is made so that now what's left is the execution and carrying out of the order.  To have sincere questions or an ability to discern injustice in commands or rules that are really upholding lies and wickedness is acceptable and encouraged but David already knew of the judgment God had sent against him for previous sin so he wasn't entirely sure in that moment if "this was it" or not, so he put Shimei's disrespectful behavior on hold.  Then after David settled the thought he decided to believe that the LORD told Shimei to do it (v11), hoping instead that the LORD would see his distress and repay him with good for the cursing "I am receiving today (v12)".

After time had passed, Shimei fell down before king David asking his forgiveness, admitting he had sinned when he cussed him out and threw the stones of fault-finding at him.  Abishai however wasn't so forgiving, still wanting justice, "Shall not Shimei be put to death for this, because he cursed the LORD's anointed?"  The Choleric militant speaks and to admit, it does feel kind of good when someone knows that you were being wronged so feels the need to protect you while attempting to uphold justice so that crime doesn't run rampant, it puts some healing out there, nevertheless, this type and shadow of Christ granted Life as "The King" always does.
