 David didn't wait for the perfect story, perfect condition, perfect situation, before he decided to help~

 v2  All those who were in distress or in debt or discontented gathered around David, and he became their leader.

 David was still on the run from Saul and had escaped to the cave of Adullum (v1) whenever all these needy people had gathered around him.  No matter how bad he had it personally, he was always able to help someone less fortunate than himself.
