 Relational Exchange
Both the LORD and Samuel are being themselves, talking about life and problems, attitudes, and the future.

v1 How long will you mourn for Saul since I have rejected him as king.

1. Fill your horn with oil  (v1)
easy to see, easy to obey
2.  I Am sending you to Bethlehem, I've chosen one of Jesse's
     sons to be king.
directionally comprehensive, what was hard to comprehend was once Saul
found out about it Samuel believed Saul would kill him (v2) so the LORD
doesn't verbally disagree but He does route it by providing a wise plan.

 Faith
Heb 11:6  Without faith it's impossible to please God so the LORD must create a place to practice faith while He guides the steps.

v2 Take a heifer then have a sacrifice and invite Jesse, I will show you what to do.  You are to anoint the one I indicate v3.

It takes faith to believe Samuel will discern correctly what he hears and will follow God after He speaks because when God speaks the story will be presenting something else logical (v6-11) for Samuel's eyes to follow and this will make more sense to him but faith has a way of giving you that feeling right before you decide to follow it like it's going to cost you something to follow it.

In Samuel's case that feeling-cost looked something like... If i'm wrong then prophetically this makes me inaccurate.  No one accepted this very well in Samuel's Old Testament days, especially if your counsel revealed who their next king was to be.  If he screwed this up would there be anyone left to lead? The people he was leading would expect him to get this right.

Faith is constantly putting what is important to your survival on the line, while believing you actually can and do follow God and that He really is the One leading you.
