Saul's Motive
v24 I was afraid of the people so i gave in to them.

 
Fear Blinded His Eyes, Deafened His Ears, Caused Him To Walk In Self-Deception

The difference between Saul's fear and Job's fear (Job 3:25) is Job didn't disobey a direct (rhema) word from the LORD and so was looked upon as a man of integrity.  God understands our limitations but He does not understand in a way that would accept disobedience to Him after telling you exactly what to do.  To disobey direct rhema is indirectly making an evil accusation that says God doesn't know what He is doing, doesn't know how to manage people, His plan is evil while i think i know a better way to save and promote myself so will follow that.

 v13 I have carried out the LORD's instructions.

Samuel tells Saul: v18 God sent you on a mission, saying,
                               "Go and completely destroy those
                               wicked people..."

Saul makes excuses: v20 But i did obey the LORD...I completely
                                      destroyed the Amalekites and brought
                                      back Agag their king...

                                      He can't even see the contradiction of
                                      what he just said (he killed everybody...
                                      except this one guy)
                                     
                                      v21 The soldiers took...the best of what
                                              was devoted to God, in order to
                                              sacrifice them to the LORD...

God's Direct Rhema Command To Saul
v3 "Now go, attack the Amalekites and totally destroy everything that belongs to them.  Do not spare them; put to death men and woman, children and infants, cattle and sheep, camels and donkeys."

 
Saul's Deception - The But Bomb
v15 Saul answered...the soldiers spared the best of the sheep/cattle to sacrifice to the LORD BUT we totally destroyed the rest.

Saul lied to himself by telling himself it was ok to disobey because he will just (manipulate) God by giving Him an offering so that God will overlook how he bowed in fear to the people and gave them what they wanted instead of what God wanted.  And God never asked for an offering.
 Pro 20:21 To gain hastily at the beginning means it will not be blessed in the end.

~The people wanted a reward right now
~God's reward was down the road

    
Trusting God and living by faith meant you don't get to see God's reward right away, God practices character instead of get rich quick scheming so His Spirit will display Patience as one of the character traits used toward building a lifestyle for us that is worth living.  Pro 10:22/Jms 1:4
