~Sometimes it is but it's not always a case of sin.

Now as Jesus passed by, He saw a man who was blind from birth.  And His disciples asked Him, saying, "Teacher, who sinned, this man or his parents, that he was born blind?"  Jesus answered, "Neither this man nor his parents sinned, but that the works of God should be revealed in him."  Jn 9:1-3

 A tumor is formed by the abnormal growth of cells.  When tissue reproduces abnormally it causes a neoplasm because the genetic material inside the organism during cell division is copying errors, thus, the nucleotide sequence of the genetic material is changed, causing mutation.

Sick spirit, sick flesh... the sickness of spirit seated in the heavenly place is manifesting the same sickness on earth (Ep 6:12)...

 v1 The Philistines captured The Ark of God, (v2) then they carried The Ark into Dagon's temple & set it before Dagon.  v3 The next day there was Dagon, fallen on his face on the ground before The Ark of the LORD!  v3 They took Dagon & put him back in place (v4) but it happened again only this time his head (symbol for authority) and hands (symbol for power) had been broken off... v6 The LORD's hand was heavy upon the people of Ashdod...He brought devastation upon them and afflicted them with tumors.

 You are my witnesses, says the LORD, and my servant whom i have chosen, that you may know and believe Me, and understand that I Am He.  Before Me there was no God formed, nor shall there be after Me.  I, even I, Am the LORD, and besides Me there is no Savior.  I have declared and saved, I have proclaimed, and there was no foreign god among you; Therefore you are My witnesses; says the LORD that I Am God.  Indeed before the day was, I Am He; and there is no one who can deliver out of My hand; I work, and who will reverse it?  Isa 43:10-13
