Gideon asked the men of the city of Succoth to give his exhausted troops some bread (v4-5) but because they could not see how Gideon was going to win the war against the Midianites & their kings they didn't want to help (v6).  This self-preserving character back-fired on them when Gideon kept his threat to them to (v7) tear their flesh with desert thorns & briers.

What happened is one of the young men from Succoth was captured (v13) then interrogated, revealing 77 officials & elders in Succoth.  Gideon gave the very proof of his war victory, that Succoth ealier used to mock him, to show how those very kings were now in his possession (v15) and now it was time for Gideon to teach the Succoth mockers a lesson by punishing them (v16).

~Had Succoth discern what their Real Best Interest was, preserving self would have been avoided & instead of less peace, less bread, more peace, and the Bread of Heaven would have come to them because surely the Prince of Peace fights for Israel.
